R 1 057 326.00 – R 1 245 495.00 per annum (all -inclusive package). The package includes a basic salary (70% of package), and a flexible portion of 30% that may be structured in terms of applicable rules. Which includes state’s contribution to the Government Employees Pension Fund (13% of basic salary) The successful candidate will be required to enter into a performance agreement within three months after assumption of duty.
An undergraduate qualification at NQF level 7 recognised by SAQA in Supply Chain Management/ Logistics/Cost and Management Accounting/ BCom Accounting/ Business Administration or Business Management/Purchasing Management. Five years of experience in Supply Chain Management at middle/senior managerial level. A valid Driver’s Licence. COMPETENCIES: Knowledge of Public Sector Supply Chain Management Policies,Promotion of Access to Information Act of 2000, and National archive Act of 1996, Public Services Regulations and other relevant legislations. Skills: Planning and organizing, knowledge management, Programme and project management, Change management and computer literacy. Attributes: Quality driven, Professional and confidential.
Manage procurement for goods and services (Demand Management). Manage the identification of Supply Chain Management needs. Manage the identification of procurement priorities and finalisation of procurement plans. Manage acquisitions and contracts. Manage functioning of Bid Specification, Evaluation and adjudication Committees. Manage tender processes. Manage the safeguarding of all source documents. Manage classification of documents. Manage all electronic and manual databases for goods and services. Utilization of central supplier database. Manage movable assets, logistics, disposals and inventory. Manage the development and implementation of movable assets management strategy. Manage the rendering of services with regards to requisition, ordering, receipt and distribution of goods. Manage stock taking and the reporting thereof. Put systems in place to ensure that the Department achieves the targets set for procurement of goods and services from the targeted groups and ensure the prevention of irregular expenditure relating to the SCM functions.Sign performance agreements for the Directorate based on approved job descriptions, Strategic and Annual Performance Plans of the Department. Manage staff performance and development in the Directorate. Mentor and coach personnel. Manage funds in the Directorate in compliance with Public Finance Management Act and Treasury Regulations.
